Sven, I would say that the seat is where the race, or outer ring 'seats' into the frame.
If the top bearing is sticking out then how do you seal it from the elements? Usually, if the seat is the right depth then the bearing seal will close everything up.

I see!

Just a quick question.....Now that there is a large area behind the steering head on the top tube that is soft, how are you going to get the strength back in that area? Heat treat? Bracing?

I am considering some additional bracing. Steering head angle was changed from 31 degrees to 26 degrees.

Cutting the lower tube on the steering stem and heating the upper tube to change the steering angle on a TT has been around for at least 30 years. I was shown how to do it in 1978 so I was not the first. Very common on TT's modded for dirt track. I was told back then that the steering area had to be reinforced once the upper tube was bent because bent metal did not transfer stress well. I do know my modded TT has seen a lot of abuse and is still together. This is a link to my how to post if you have not seen it. sr500forum.proboards.com/index.cgi?board=Suspension&action=display&thread=2025It did not open to rave reviews, but I still stand by the content as an inexpensive and reliable mod.
