I just got a new battery. I only got it to pass inspection. When I turn on the key the headlight and taillight work fine. The turn signals wont turn unless it is running. Is this normal? I thought all the lights would work while its not running with a battery.
Any input would be greatly appreciated.

I have seen this happen when the voltage is low. Be sure to give the battery a good charge before you use it. Just adding the acid to a new battery doesn't do it. It will show 12 volts but it has very little amperage capacity.
