so the fuel valve says "res" at 9 oclock and "on" at 6 oclock and "pri" at 3 oclock. where is off?

These bikes have a vacuum operated fuel valve. They require engine vacuum to be applied to the diaphram on the back side of the fuel shut off to pull open the valve inside. (engine running) When the engine is off and there is no vacuum present to pull open the valve, the fuel shut off closes and stops the flow of fuel. (Assuming the fuel shut off is in order with no faults. I have seen them fail from time to time and allow fuel to back flow down the vacuum line back to the carb.) You can manually open the valve by turning to "pri". I generally turn to pri for a moment to fill the inline fuel filter if the bike has been sitting for a while.

ON = On, if the engine is running and there is vacuum.
RES = Reserve, if the engine is running and there is vacuum.
PRI = Prime, like ON but it doesn't need vacuum.
We are usually supposed to run on ON, using RES as necessary when low on gas. PRI could be used to fill the float bowl if it's empty for some reason, like carb cleaning.
PRI is important on multi's like the XS650 because you usually need the vacuum line to test with when you balance carbs, hence you use PRI to supply gas with no vacuum.
