I don't mean to be tight but by the time I get it shipped to Aus and the currency conversion, it is beginning to look like really expensive, small bit of aluminium.

Is it as simple as it looks? It seems to me to be a flat aluminium cover with a gasket. Is that it?

It also includes instructions on what to do inside that makes the difference. Just changing out the backplate by itself will produce a constant flow regardless of the petcocks position.
